Anyone can have Fastelavn buns provided they want to pay. In schools, kids mostly just get the candy since buns are sticky and who wants sticky children? But bakeries start selling the buns like a month and/or a half before the actual holiday. They're traditional so I can't entirely imagine parents not getting their kids to eat at least one bun.
We also have something called "Fastelavnsris". These consist of some branches tied together and then decorated with candy, things cut out of cardboard (usually black cats) and serpentines, if you call them that. Those colourful strips of thin paper thingies.
And I can so totally see Mal chasing off all the other children once she gets her hands on the bat. MY BUNS! MY CANDY! MY CROWNS!!! MY BARREL!
One can always find something to use a barrel for.
